There is an existing market for tobacco silks. The values vary greatly depending on the particular subject and the condition of the silk. The flags are generally very common and are only worth a few dollars each, if that. The actresses and similar small-sized (2 x 3 1/4 inch) silks are generally worth $3-10. Larger silks, such as the premium generals or Hamilton King girls, can sell for several hundred dollars each. Value varies greatly due to condition as these fray quite easily. The heavier the fraying, the less the silk is worth.
Beyond the monetary value, tobacco silks are valuable for the history they represent. I know that many people collect Baseball memorabilia, and include silks in that collection whenever they can. I, on the other hand, collect theatrical memorabilia, largely from the 19th and early 20th centuries, and am always delighted when I find one of the many silks that carry stunning images of actresses, singers, dancers, comediennes, etc. Each one moves me to research her and learn more about my favorite subject, theater history. I can speak only for myself, but I find tobacco silks to be extremely valuable.

After silk worms were smuggled into Constantinople (from China, where their export was prohibited) in the 7th century, the city began producing valuable silks which fetched very high prices in the West. These included luxury silks woven with gold thread. Italian (especially Genoese and Venetian) & other merchants came to Constantinople for the products of Anatolia: cotton, rice, wheat, saffron, wax, wool, hemp, raisins, alum, valonia, slaves; cotton textiles & precious silks from Blikesir. Imports included valuable woolen cloth (saquirlat), tin & lead.
