According to the PA Vehicle Code (Title 75)
§ 1332. Display of registration plate.
(a) General rule.--Every registration plate shall, at all times, be securely fastened to the vehicle to which it is assigned or on which its use is authorized in accordance with regulations promulgated by the department.
(b) Obscuring plate.--It is unlawful to display on any vehicle a registration plate which is so dirty as to prevent the reading of the number or letters thereon at a reasonable distance or is otherwise illegible at a reasonable distance or is obscured in any manner.
However they aren't real big on pulling people over for that. It's an iffy subject.

No, in Texas motorcycle license plates must be horizontally mounted. Vertical mounting is not allowed as it does not comply with state regulations.

Yes a side mounted licence plate is legal in the state of Georgia. The only stipulations are that it is mounted horizontally and is illuminated. The vertical mounted plates( the ones you see in the parts magazines) are not.

While some states do not restrict side-mount plate use in any form, all motorcycles are subjected to federal requirements. However, many states, and *federal law, do require that rear-mounted license plates must be securely fastened and be mounted in a position that is unobstructed, clearly visible and legible. *Federal Motor Vehicle Safety Standard 49 C.F.R. Subsection 571.108, Standard No. 108, all vehicles must have a source of illumination for the license plate itself.

Read license plates on any motorized vehicle need to be displayed in such a manner that the numbers/letters are easily read from certain distances, and common sense says that a horizontal mounting of the license plate would be what is required for your safety and the safety of others. As of Jan 1st, 2011, no they are not.Vehicle Code Section 5201 states:"License plates shall at all times be securely fastened to the vehicle for which they are issued so as to prevent the plates from swinging, shall be mounted in a position so as to be clearly visible, and so that the characters are upright and display from left to right, and shall be maintained in a condition so as to be clearly legible. The rear license plate shall be mounted not less than 12 inches nor more than 60 inches from the ground, and the front license plate shall be mounted not more than 60 inches from the ground."
