As of other colors you can have any color on but it can only be on if you are parked, if you are on private road or on back road where speed limit is less then 25mph.
I got blue on my white celica driving around with it on everynight only got pulled over twice and i told him i hit the switch with my knee and got away hehe.

I was pulled over recently for having green L.E.D. wheel-well lights. I was delivering Pizza at the time. I was pulled over and he said the lights were an issue, got my information and I told him I've had them for 4 months, using them 5 nights a week while I work full-time in that area. He said that other cops are suppose to care, just like they don't enforce illegal tint like they should. He told me it was a fix-it violation and that I'd have to get them removed and then show a deputy that I got them removed. He then went back to his car, came back after a long time as the pizza i had in my seat got colder. He said that his boss said it wasn't a fix-it anymore it was a 91$ ticket, but that he was going to cut me a break and write me up on a warning. Then he told me that they were only legal while you were parked and that he actually had some white ones for his truck at home. Give me a break. My answer to your question is that cops can do whatever they want.
