They can be. It just depends where you're getting them and their purpose for being sold. ex: rats sold for food purposes are very unlikely to have their shots. Pet store rats don't tend to have their shots, but it depends on the pet shop. I believe the ASPCA carries only vaccinated animals, so if you want a rat with all it's shots, that's where you should go.
