You are less likely to burn in water, but you still can easily burn. I think that the sunlight exposure ratio is 0.7 to 1, in water to on say, the beach. Due to reflection the parts of your body that are above the water will burn even faster than usual. Some of the 30% UV mentioned as going missing in the water is bounced back up. The further underwater you get the less light can penetrate but since you won't have a Scuba tank you cannot get down far enough to make a difference and you cetainly can't stay down. The UV that causes the burn is the same UV that causes the tan. A burn is just a case of over-tanning, you could say. They both cause skin cancer. Try a spray tan or a tinted lotion. You won't look sexy after a few years of tanning you will just look old (and maybe leathery depending on how much sun you get.) They cannot always just cut off a mole. Skin cancer can kill and if they are able to remove it there is often a disfiguring scar. It is in the best self-interest of your health and vanity to wear sunscreen and cover up when out in the sun. The last poster is correct. My girlfriend went scuba diving in Australia and got the worst burn ever.

MORE! the sun reflects of the water so the likelihood of getting burnt is far greater. I used to be an elite swimmer and trained 10 times a week, and I was tanned to the maximum with a hideous speedo style tan mark. Just like the snow. UV rays reflect off the snow but luckily you are all rugged up, just the bits that aren't protect with suncream, once again I've had a really bad goggle tan lol.

If water had a lower specific heat capacity would lakes be more likely or less likely to freeze in winter?

More likely; a lower heat capacity means that less energy must be transferred to result in a temperature change. If less energy needs to be removed then it is easier for the surroundings to absorb it and make the lakes freeze.
