The MAC address for each devices will not change but an IP address can be reused so using the MAC address for filtering means that the device will always be included whereas the device may be blocked if allocated a new IP address which has been blocked by the filter.
IP Addresses are frequently blocked due to vandalism. If your IP Address has been blocked, it is only a temporary block. You will be able to contribute from that IP Address again when the block expires. However if you do not want to wait, you can register an account to contribute.

Thousands of users or IP addresses are blocked each day on WikiAnswers. While some of these are permanent, many are only temporary. For example, when a Supervisor blanks a bad answer, the IP address is automatically blocked for three hours. As you can imagine, a lot of blocking goes on in one day and it is impossible for us to list every single user who is blocked due to reasons such as privacy concerns.

report that to the fbi/police if you know the ip address to who created or what ever!
The easiest way would be to look on your router, and see what IP address has been assigned.
