In the Untied States (and many other counties), no.

Under the Americans with Disabilities Act service animals (defined specifically as a dog) and miniature horses must be allowed in any place where the public are allowed, including restaurants, hotels, amusement parks, etc as long as the animal is well-behaved and does not present a danger.

Further more, when it is not obvious that the person requires a service animal, you may only ask two questions, by law:

  1. Is the animal required because of a disability?
  2. What task is the animal trained to perform?

You may not ask for proof the animal is trained (e.g. a certification or "ID"), nor may you ask what disability the person has or ask other questions concerning the persons disability.

Only service animals (again, defined specifically as a dog) and miniature horses are protected.

If the customer chooses to do so, they can sue the restaurant under the ADA and any applicable state laws. Some restaurants will be unable to pay the resulting fine and close down.

Can a business owner refuse to serve a patron over the use of racial jokes?

Any business owner reserves the right to refuse service to any customer for any reason. This can be abused by business owners, but most business owners don't exercise this right unless the customer truly deserves. It's the same as kicking someone off your property for trespassing if they do something while visiting you that you do not approve of. Business owners, obviously own the business, and many own the property that the business is on. Others may lease or rent the building/land but it is still their business. The customer is not necessarily always right. Business and companies used to be firm believers in this policy, but so many customers have adapted to abusing this policy just to get their way when, their actions/behavior are obviously unacceptable.

Should a Christian ever disobey the government and if so when?

A Christian can disobey the government when it makes a direction that, in the view of the courts, is contrary to the Constitution. A Christian can also disobey the government when it makes a direction that is contrary to its own legislation. In some circumstances, a Christian is permitted to disobey the government when it directs that person to take an action that is contrary to his or her conscience. So, a person is permitted to refuse active military service on the grounds of conscience, and a health worker is permitted to refuse to perform an abortion on the same grounds. This exemption does not extend to harrassing or obstructing others who obey the government.
