No, it is illegal to ride a dirt bike on the street but you can ride it on a trail or dirt bike track.
Check that it is safe to ride. That everything that's supposed to move freely does move freely. That everything that's supposed to be bolted firmly is bolted firmly. That your clothes can't get caught in the spinning wheels. That it's legal to ride. Lights, reflectors If required.
