Yes, I would want to be accountable for employee acquisition and retention of subordinates. If you have confidence in your ability to select people you can work with, this gives you a great level of control. To me that is a better situation than being required to deal with anyone the HR department decides to send my way. To advance in business, you have to have accountability if you ever want credit.
