Mountains and volcanoes are formed when boundaries collide (a.k.a. convergent boundaries) volcanoes are formed at a subduction zone- mostly in the ocean. Mountains do NOT form at subduction zones.

As i understand it...

First, you mean "when two tectonic plates", plates being the noun and tectonic an adjective. When they collide, we're talking over hundreds of thousands of years, ultimately one will go over the other, eventually sending the lower back to the Earths center. At some points, the plates will "get stuck" and when they "unstick", there will be sudden movement, i.e. an earthquake. It's also possible for both to go upwards and create a mountain range. Moving apart is different in that something must be pushing them apart. Currently, the only thing creating such a force is the chasm down the center of the Atlantic Ocean, from which matter is being pushed up and out from the Earth's core. This in turn is increasing the divide between Europe/Africa and North/South America.
