Following Lincoln's call for troops after the attack on Fort Sumter, four states initially seceded from the Union: South Carolina, Mississippi, Florida, and Alabama. They were later joined by Georgia, Louisiana, Texas, Virginia, Arkansas, Tennessee, and North Carolina, making a total of eleven states that seceded.

The president of the United States, Abraham Lincoln, opposed the secession of the lower South from the Union and maintained that the US government would enforce the collection of tariffs on imported goods even in the seceded states. The original seceded states, which formed the Confederate States of America, opposed Lincoln's attempt to land US troops at several forts in those states which resulted in war and the secession of four more states.

And four more seceded after the firing on Fort Sumter and Lincoln's appeal for volunteer troops - effectively his declaration of war, although he could not formally declare war without recognising the Confederacy as a sovereign nation.
