Astrology is based on a mathematical systematic procedure, when the mathematical procedure is followed accordingly, could give a result that completely depends on the parameters provided by the quarrent.
Most of the other Divination methods (Tarot, Runes, IChing) also follows a systematic procedure to some extent. Therefor you cannot tell that the Astrologer or Fortune teller is making up random readings based on his own thoughts.
A quarrent comes on his/her own free will. They choose the reader for them to be given a reading. It is up to the quarrent to choose a trustworthy reader.
In law, you cannot prove a divinatory reading. The final result of divination (reading) cannot be supported by scientific, mathematical or statistical means. Hence it is possible to be legally judged as fraudulent. In that case, it is safe to provide divinatory services under the terms of entertainment. A service provided as a means of entertainment cannot be sued for fraud. Many practitioners of divination takes this precaution.
