The greatest factor is lack of stimulation or education. mental development begins in the womb. If a child is ignored even at the earliest age; the brain cannot process information as well as that of a child that has had the minimal attention needed.
Depends on the age, and where they live, and the grounds of the emancipation they ar declaring, and if they earn enough money to survive on their on, if there parents and law agree. and if they are well enough to look after themselves.
I would assume that it's at the age where the child starts to express a preference to clothing, footwear, hair-styles, etc. Every child is different, so it would be wrong to suggest just one age :-)

The age at which it is safe to walk alone depends on the location in question, as well as the maturity of the child and the relationship between the child and their parents.

There is no minimum age, these are public events! just be sure that if you bring a child, the child is well mannered in public,i.e. no crying or screaming, running around unattended, picking up golf balls ect. If one is in doubt about the temperment of the child, walk to a bathroom away from the course and sort it out.
