It is most likely the Altornator, But it could also be A bad wire from the alt. to the battery,,,, The wire I am talking about is the big red one that BOLTS to the back of the Alt. Trace it to look for any corrosion or damage.,,,,,,,,,,,,Good luck, Jamison. Also as a 99 cougar owner, Hi this is the reason, I had 4 alternators replaced before i found it. There is a 175amp fuse attached to a wire that leads to the starter from the alternator. It is located behind the engine on the passenger side, just slide your hand back there find the wire pull on it hard and it comes up where you can reach it. I replaced it with a 175amp fuse block from a car stereo shop for $10 and I haven't had a problem since.

In october 1999 a recall came out for the headlights on ford thunderbirds and mercury cougars that require a new headlight switch with an incorporated circuit breaker contact the local ford or mercury dealer and they can help you out

No, you need to use the grill from a 99-00 cougar if you want to use their headlights. I think there are some issues with the lights not clearing the bumper cover on too. Read through some of the headlight threads on newcougar.org, that should be able to better answer your questions.
