If I assume right, you've taken chemotherapy. It is not harmful to be around people or children after chemo - just make sure to explain to them why you look different (if chemo has affected you superficially).
If I'm wrong and you're a mutated Survivor of a nuclear war, it's probably best to stay away from kids.

It is a law that the can only have a certain amount of children. I believe it is two, but it used to be one. I do not know why the government has chosen this law, but the people send the children away because of this law.
