French officials were reluctant to give Indochina (Vietnam, Laos, Cambodia)independence because they still wanted colonial control of Indochina (valuable resources there--tin, tungsten, oil, rice, etc).
The Vietminh accused the French of violating their agreement for Vietnam to decide its own future, which leads to fighting in 1946.
That was France, who exited in 1954.
