It is something common in North American vehicles, check your main fuse and relay, the main fuse box which is close to your battery (not the one inside your vehicle). You should be able to find a burnt relay or a fuse. If all your fuses are fine, then its your fan's motor which is burned. surprised to find out both blown but it should be the fuse as far as my concern goes.

It is possible that both cooling fans coming on when the car is idling is normal. The fans are supposed to come on in response to the heat of the engine. So, if the car was idling for a long time, both fans may kick on and there are other conditions which would explain it as well. Open the hood and look at the inside of the radiator towards the engine, If you see 1 or 2 fans that are mounted on brackets with small electric motors on them right in the front of the engine then you have electric fan /fans. If it's not electric then it will have a BELT that drives it on the front of the engine. And it will be 1 big fan.
