Check bulbs they are double filamented with smaller for brake lights Could be a problem in steering column
look at the top of the brake pedal under dashboard you can usually adjust them so the brake lights dont stay on.
Did you replace the fuse? have you checked the circuit board well the lights go on cause they tend to short out often
it could be that your brake light switch under your dash that sits right on top of your brake pedal has gone out

depending on the vehicle, most have a circuit board where the rear lights go in then on to the rear light covers.these tend to go out with time. you should pull the plug and test the wires to see if they have fire. if they dont then it will be the brake light switch located on the brake pedal under the dash. if it does have fire then it is the circuit boards.

If the brake lights still do not work after replacing the relay and bulbs the fuse may be the culprit. The brake light fuse is located inside the cabin under the driver-side dashboard.
If you have a spoiler, its in the middle of the spoiler on the trunk lid. Otherwise it should be in the middle of the back window. If you dont have a spoiler, but have a filler panel between the rear speakers at the rear window glass, I suspect someone has removed the spoiler or replaced the original trunk lid with one without a spoiler.
