just had something similar like this done, they had to replace the wire harness inside steering wheel, because its all electrical. one of my turning signals and left side of brakes and back window light would not work.
I'm not sure what you are asking... If your turn signals are not working for either direction, your "flasher unit" is probably the problem. (really cheap and easy to replace) If one signal is working and the other is not, then one of the bulbs are burnt out. If I am not understanding your actual question... I'm sorry.

The one for the turn signals is mounted just under the dash next to the steering column. Mine was on the right side of the column.
