Neville Chamberlain- he had been in office since 1937 and attended the Munich Conference in '38, where he believed he had secured an agreement from Hitler not to annexe or occupy any further European countries.

But he had not- the following year Hitler broke his promise and invaded Poland at the beginning of September, forcing Chamberlain to declare war on Germany on 3rd Sept. 1939.
