You have air in the system, causing the bubbling. First, try removing the air by starting the vehicle and turning the steering wheel from side to side. SMOOTH and SLOW. Stop for 2 seconds at each full right. Repeat several times and check to see if you have fixed the problem. OK, did not work? Now you need to inspect the various hoses that lead from not only the pump but from the "rack" of the steering as well. Look under the car and look for drip streaks on the underside. You'll be able to trace from the point of origin by following those back to where they seem to start from.
