Camry 08 SE dome light constantly on Which Can't or don't turn off after engine turn off close the door or start driving. can't fix without taking out the fuse from fuse box to turn off the lights.?

there is a dial that adjusts the brightness of the gauge cluster. often if turned all the way in one direction it will click over as a control to turn on and off the dome light
