Try to get under the car and release it manually by pulling the latch (under the hood) where the wire comes out of the cable. This may require the removal of splashshielding and a flash light . Then once you have the hood open trace the release cable to inspect for damage or rust replace if necessary The latch it self may be the problem, if it is rusty spray it with a rust penetrent ,work it loose then oil it. Always use jack stands on a proper surface (level unbroken concrete) if you need to lift the car!
