The short answer to your question is Yes. It will depend on what country, and you will most likely need a visa to be there (depending on which country your a citizen of). To obtain a visa at 13 most countries will require parental permission and may not grant you access unaccompanied. As far as working for free in a foreign country there are no international laws against it. I would recommend teaming up with a mission, or an organization who regularly does foreign service.

I dont know about food banks, but I know that a lot of soup kitchens allow 13 year olds to volunteer. I'm way older than you but i work at a soup every month. It's a lot of fun!
