No, the 185 70 r14 tire cannot be substituted for a 175 65 r14 tire. The 70 series tire has a larger diameter and is not recommended that you substitute on a 65 series tire.

14 inch rims are the spec size. You can use P185/75/R14 , P185/70/R14 , P185/70/R14 , or P185/75/R14 all will work with no problems. I have an 88 olds cutlass Ciera and have used these with both winter and all season.
195/70/r14 are lower profile tires, meaning that the sidewall of the tire is shorter. Overall tire hieght is shorter 25.85 for the "70" and 26.70 inches tall for the "75". speedo meter will be off slightly, will read faster than you are actually going.
