195/70/r14 are lower profile tires, meaning that the sidewall of the tire is shorter. Overall tire hieght is shorter 25.85 for the "70" and 26.70 inches tall for the "75". speedo meter will be off slightly, will read faster than you are actually going.

Of course you can, but this is a not an advisable substitute. The 195/70-14 will be 5.45% larger in diameter and it is never advisable to go over 3% in difference. Your speedometer will be read 56.8 at a true 60 mph. Handling, performance, and braking will also be adversely effected.
Not likely. If you need to fit the tire inside a wheel well it will probably not fit. The 225/70 is 4 inches in diameter bigger not to mention 2 inches wider.
