Yes, EMS can use and AED machine. Any one can use one. They are easy to use and have voice commands to guide you through the process.
AED precautions are: 1) Do not touch the victim when the AED is analyzing; 2) Do not touch the victim when the AED is defibrillating (shocking); 3) Do not use alcohol to wipe the victims chest; 4) Do not defibrillate around flammable materials; 5) Do not use the AED in a moving vehicle; 6) Do not use the AED in water; 7) Do not use adult pads on children and children pads on adults; 8) Do not use a phone / radio within 6 feet of the AED when in use; 9) Remove any patched from chest area before use (it could be a nitro pad).
Usually the AED will have a recommendation on it for the usage for which pads are available, however anyone who is pulseless under the age of 6 should use the child pads according to NYS EMS Protocols.

It is important to ensure that these individuals are adequately trained and have up-to-date certifications on AED usage and CPR skills.

The state of New Jersey requires the placement of AED's in major medical facilities. A person can not use the defibrillator unless they have a certification from the American Red Cross, the American Heart Association, or another such program acknowledged by the Department of Health and Senior Services. The AED needs to be maintained so that it actually works when needed. If there is an AED in the building, notify emergency personnel as soon as they arrive that an AED is available.
