If you're in the US, yes, you can receive child support, although the court might not order him to pay much. If he doesn't have a job, doesn't matter really. He's still legally obligate to support his child, so the court would expect him to get a job (lots of kids go to school and work too). His parents are not responsible for paying his child support.
