No, this is not advisable as the 195/65 tire will be almost 7% smaller in overall diameter. Your speedometer will read 64.4 at a true 60 mph. If you wish to go to a wider 65 series tire then go with a 235/65-15 which will be only 0.63% larger. Your speedometer will read 59.6 at a true 60 mph and this will be a good swap. Just make sure there are no clearance issues when you turn the steering wheel full stop.
