White chocolate contains cocoa butter. Almond bark is a white candy coating that contains vegetable fats and artificial flavorings. They can both be used for dipping cookies, but when using white chocolate for this purpose, it's beneficial to add vegetable shortening. Per 16 ounces of white chocolate, add 3 Tbsp of solid vegetable shortening. Melt together in a double boiler until completely smooth. Alternatively, this can also be done in the microwave in 15 second increments stopping to stir each time. The shortening will allow the coating to become firm and glossy.
