You can. The way oil goes bad is that it becomes rancid. Give it the smell test before using it. If you are uncertain, taste it. If it doesn't smell or taste as expected, don't use it.
Most of the time that date on the packaging is a "best before" or "best by" date - not an expiration. If the oil isn't stored properly (too hot, exposed to light and/or air), it can become rancid before that date. It is always a good idea to check the quality of oil before using it. Rancid oil can ruin your cooking efforts.
