I doubt either would be very effective. Instead I would try silica gel, it is available in crafts stores and is used to dry flowers.
However if the battery is in the phone irreparable corrosion damage will occur during the time it takes to dry the phone, no matter how you do it. This could result in a totally dead phone even if you succeed in drying it out. Remove the battery ASAP after the phone is taken out of the water and keep it out until the phone is dry!
