∙ 9y agoEvery state gives another state a set amount of time it will hold a prisoner for extradition. If the issuing state doesn't pick up the prisoner within the time given, the holding state will release the prisoner.
The issuing state decides whether it will send someone to pick up a prisoner it wants. These states factor in the severity of the offense as well as the holding state location.
