There's no reason why sisters couldn't marry two unrelated men during the same ceremony. However, the likelihood of this happening is virtually nil.

According to Jewish tradition, a bride and groom are meant to be treated like a queen and king on the day of their wedding. It is the responsibility of the guests attending the wedding to keep the couple has happy and entertained as possible. If two couples were to share their wedding ceremony, the efforts of the guests could be diluted and therefore the individual couples might not be as happy as they possibly could be.
