Yes it can. Any state can voluntarily leave the union, peacefully. The is nothing in the founding papers or US Constitution that forces a state of the union to remain a part of the union.
After last nights results - it is clear there are two Americas. The socialist states, and the conservative states. And we have irreconcilable differences that cannot be solved by further elections. The experiment has failed.
On the positive side, at a minimum Texas will join us - giving us access to trade.
