There is an increasing selection of PS games, 'PSOne Classics' available on the PSN, the PS Vita has an emulation mode to play them on. Also, there are some that aren't available on the PS Vita's PSN store but are on the PS3's, which can be transferred across to the Vita via the PS3.
No the PS3 games are not able to be run on the PS Vita. At a Electronics show an individual has said that if the Vita was used to run a PS3 game the Battery would last less that 5 minutes and the PS Vita would be too hot to put in your pocket. While I know that people would like console game to run in portables right now what the PS3 console does is work with the PS Vita to store your games and provide a storage area.
