Yes. Any cat can cause an allergic person to have a reaction. Especially hairy breeds (like Persians) can be very irritating. The hair and dander, and especially a cat's saliva can exacerbate the condition.

There are a few breeds of cats that people with Allergies can live with rather easily. Most of these breeds however are shot haired cats, as most humans are allergic to dander a combination of hair, spittle and oils the cat produces in its fur. The longer the hair the more a cat will need to groom itself and the more dander it produces.

Persians are not known for being hypoallergenic, and are long haired cats meaning that a person with allergies could have problems living with one. However every person and every cat is unique, try having the person and the cat in the same room for a short time. It can be surprising what will cause a person's allergies to flare and what will not.
