Yes, all Puerto Ricans are US citizens at birth. Puerto Ricans can vote in the US election if they live in any of the 50 states. 'Puerto Ricans' or any other American such as 'Texans' or 'New Yorkers' living in Puerto Rico can't vote for any US election (IE. Presidential). Puerto Rico have their own government system and their own political party's.

∙ 12y agoNo. It is only a territory of the United States, not an actual state. They are lobbying to receive the right to vote, however, this has as of yet not been successful.
I'm pretty sure they can.... They held a Caucus down there.... If they can vote on who the Republican nominee is going to be, I would say they can vote..
