Under normal circumstances, only a bishop, priest, or deacon should baptize anyone into the Catholic faith. In danger of death, ANYONE, even a non-baptized person may baptize, so to answer your question, yes, a Russian Orthodox Christian could baptize a person if that person was in danger of death, and they were not already baptized. The only caveat is that the baptism must be reported to the nearest Catholic parish or priest at the earliest opportunity.
