Yes according to the Texas transportation code an authorized emergency vehicle can use red, white, and or blue lights.
Authorized emergency vehicles consist of:
Police
Fire Dept

Yes. Blue lights are only legal for law enforcement personel. In Pensylyania volunteer firemen are allowed to have them. But NOT in West Virginia. Ther are even laws regarding signage and store fronts with blue lights and have to be so many feet back from the road.
