You mean if you can miss it with Poke Balls? It's a possibility in Red/Blue/Yellow, because if a Pokemon has a low enough catch rate, a catch attempt could end up being a complete miss. In later games, though, you can't, although it has a high chance of breaking out without the Poke Ball even shaking.
