ONLY if the smaller dog is the male. I don't breed dogs, so I can't answer for sure if they can breed, but I do know that if you breed a small female to a large male, then you have problems. The puppies will be (roughly) the size in between the parents, so the puppies would be larger than what the female would naturally be built to birth, and the unborn puppies may get stuck in the birth canal... without immediate help, this will kill the puppy (the puppy will drown in the fluid), can potentially kill the mother (she's not made to have something clogged there, and can't poop).
