In the United States that is illegal. But, law enforcement won't get involved (i mean, how would they know you were dating, there is no law against friendships) UNLESS you add sex to the equation. With sex, the male will be charged with rape because the law is no one under 18 should be having sex with someone above 18. The person who wrote that first paragraph is wrong. It depends on the state. It also depends on what you mean when you say "date". If you mean sexual contact, that is typically covered by different laws. "Dating" is not a criminal act, however certain acts that accompany dating may be. Contributing to the Delinquency of a Minor, for example, is a law on the books in some states. Contributing to delinquency obviously covers a broad scope and is open to a lot of interpretation with regard to what delinquency is. A smart enough cop or prosecutor could most likely argue convincingly that simply because (if) the 16-year-old's parents are in opposition to the relationship, that any contact with the 19-year-old is therefore contributing to the minor's delinquency as the contact defies her parents' rules. I personally once charged a man with Contributing to the Delinquency of a Minor in one state where I worked after I found the couple together at about two in the morning and learned that the girl (she was 17) had snuck out of her home without her parents' knowledge. I articulated in my report that an adult (18 or older) who knowingly consorts with a child (aka minor) who snuck away from home without her parents knowledge or permission is contributing to her delinquency. The charge stuck. On the flip side, another state I worked in had no such law. The mother of a 15-year-old girl stood in the station lobby crying asking that we do something to prevent a 32-year-old man from dating her daughter. In one state where I worked, the age for sexual consent was 18. In another it was 16. The best answer is to read up on your state's laws. It is important to know what you are getting into. In one place what you are doing could be completely legal, but less than a day's drive away it could be a felony. In response to that, it has been my experience that most law enforcement officials (if you are in a state where what you pose is even a crime) are too ignorant of the law themselves to even know there is anything to enforce, or too lazy to do the work it takes to make a case out of something like that, or a combination of both, so most likely yes, a 16 year old girl can date a 19 year old guy without law enforcement interfering.
