In all states the parent(s) of a minor can file a petition in the proper court to have the underaged child returned to their custody. The final decision is left to the presiding judge; but very few judges are sympathetic to cohabitation by an underaged person and a legal adult, and would likely rule in favor of the custodial parent(s).
