You are a minor until the day you turn 18, and until that day you are subject to the control and authority of your parents (unless you've been emancipated in some manner). If you mean moving out WITH parental permission, then, yes, you can do that.
If you live in the US…sure you can if you have parental consent. But even if you don't have parental consent, with you turning 18 (a legal adult) in less than a month, I sincerely doubt anyone would bother with forcing you back home. But why not just wait the 3 weeks?
