Someone needs to check the laws before they answer a question. this came from the Texas Department of pub. safety web site....No children younger than 5 are allowed on motorcycles.HB 537 also prohibits a motorcycle operator from carrying a passenger under the age of 5 unless the child is seated in a sidecar attached to the motorcycle.

The regulations are not clear on this. The 13 year old can travel as a youth passenger without an adult. Whether they can be the supervision for the 5 year old is open to interpretation. They may still have to pay an Unaccompanied Minor fee as there is not an adult traveling with them. Your best bet would be to call Southwest and ask them.
