That's pretty old for any dog to give birth. The oldest dogs I have ever bred were 5 yrs old. If this dog has been breed every year, she should probably be retired and allowed to just enjoy life. If she has never been bred, there's also the chance it will difficult for her to breed. I think at this age she should just be loved.
It will probably be able to soon if it already can't (6-12 months is sexual maturity) but that would be a bad idea. That's like a teenager getting pregnant. They just aren't ready. And besides, there are already too many homeless and abused dogs in this world so unless you've already planned at least 10 good homes for puppy's don't let your puppy have a puppy. Get it spayed!
