If you mean the lock-up converter, Then yes it can and will stop the transmission from going into lock-up after the trans. has shifted it's self out.
Yes, common problem to have a high resistance switch.
How do you replace a break light switch on 1995 Chevy Tahoe
The brake light switch can be found below the dashboard on the drivers side of the passenger compartment. The brake light switch simply plugs in and out.
behind the brake pedal

If a taillight ground wire is not connecting your vehicle can have a "ground loop" that feeds back through the brake light circuit.
The wire that typically goes from the Engine Control Module (ECM) to the brake switch to disengage the converter lockup is often referred to as the "lockup release" or "converter unlock" wire. In many systems, this is usually a signal wire that connects to the brake light switch, allowing the ECM to receive a signal when the brakes are applied. This action prompts the ECM to disengage the torque converter lockup to facilitate smoother braking. However, the specific wire color and location can vary by vehicle make and model, so consulting a wiring diagram for the specific vehicle is recommended.
your brake switch is either broken or out of alignment look above the brake pedal in your vehicle and make sure the switch is not hanging. The switch has to be closed to turn the lights off.
The tcc switch (tcc brake switch) is located under the dash near the brake pedal. The tcc solenoid is located under the side cover in the transmission/transaxle. If your brakes lights are not working and all of your other lights are OK try replacing your "brake stop switch". You may have to have either your local auto shop or local dealer replace the switch because it's hard to do yourself. I had the same problem on my Tahoe and replacing the brake stop switch solved it right away.
Sounds like the transmission is not shifting right or that our lockup converter is not disengaging.
If the fuses and bulbs are okay I would blame the signal switch assembly. They call it a multi-function switch these days.
