No a 383 is a 350 with a 400 crank. A 350 bored 60 over is 361 cubes.
Take the crank to a machine shop and have the main journals turned to accept 350 bearings. Might be a good idea to have it balanced while it's there.

The bore and stroke is different, But if you set the 2 side by side they will look the same other then some 400 engines have an extra freeze out plug in the side of the block that the 350 don't have. 350 bore and stroke is 4.000 bore,stroke is 3.480 400 bore is 4.125 and stroke is 3.750
I would depend on if you are asking a Chevy man or a Mopar man. Personally I like the Chevy 350. If you are referring to a Chevy 383 made from a 350 block with a 400 crank, it would always make more torque than a 350. So if torque is what you're after, "there's no replacement for displacement".

Why 400 heads? They are notoriously bad flowing heads without much modification the engine would be about 360 cubic inches, but the heads have nothing to do with the size of the engine.
