Disconnect the battery for couple minutes. But if you have problems with your engine or other monitored systems the light will go on again.

Had similar problem with 1988 automatic. Turned out to be a problem with the 2 solinoids in the transmission. Installed replacement kit with engine in vehicle and regained all the shifting and kick down again. Solinoids are available as an aftermarket product far cheaper than the dealer.
The best way is to buy a book on your model and see if you can do it. Then! Ask again on this sight for help when you feel confident that you know what your doing to repair the speedometer.
There are two wires under the seat responsible for the seat belt alarm. You can play with them to disable. If during the state inspection they will find out that you disconnect it again they will make you to connect it again you will not pass the inspection.
